Well New Hampshire has 10 counties, meaning the Dominican Republic should have 20. 31/2 = 15.5, 15.5 ≈ 16. 16x2≈31. Therefore, by the transitive rule of State counties to island country provinces, New Hampshire would have to add 5.5 additional counties to be at the same rate as the Dominican Republic.
