No, in this usage it results in a sound that starts with a very short c/k but then extends with a sort of dry gurgle/rasp. A sound that any Star Trek fan will hear a lot in Klingon.
I too would pronounce Liechtenstein with that sound rather than lick-ten-stein, but that may just be a Scottish/Irish influence that is unique to the British Isles (and also possibly incorrect).
