Why does it use Russian federal districts instead of oblasts? Federal districts don’t have any real power, and if you insist on using them, it should be mentioned as a caveat.

Thanks for the suggestion. I didn't know about the difference between federal districts and oblasts. All kinds of administrative subdivisions count here. However, no Russian oblast seems to meet the threshold of 10 million.

Just realized that this is a US-Euro version of this front page quiz. Although Quizmaster seems to have a different source for Russia.
