Because in French they love to add extraneous "s"s to the ends of words. Versailles, Orleans, Tours, Rennes, etc. Lyons and Marseilles are both common alternative spellings, though without the s now seems to be preferred.
I sometimes confuse it with the song, "La Marseillaise", so Marseille never looks right to me without an s. If I could speak French it probably wouldn't be a problem.

Depends on how you define Rome as a city, personally I would say Rome isn't on the sea and Ostia would be considered periphery. I tried googling M25 and GRA (ring-roads of London and Rome) and if use the ring-road as a limit you can say London is relatively closer to the sea than Rome
Greater London is mostly within the M25. The Metropolitan City of Rome Capital (which is not the same as Rome, but does have its own independent council) exapnds far beyond the ringroad and touches the sea. Perfectly acceptable to have Rome as an answer.

algeciras is a really important port, and is quite important for trade. the only reason gibraltar is more known is due to being independent, and following that logic monaco should be on here too instead of nice
