West Virginia was admitted in 1863, not 1963. I typed apple, didn't think about needing the variety. Got as close as Mountainmen Always Free.

Are you sure it wasn't in 1963? ;) Stupid typo. I made sure it would simply accept "apple" for the fruit. I'm going to leave the only acceptable answer for the motto as "mountaineers are always free." Thanks for the feedback!
