Yes, I can confirm the fact about Finland. They calculated the amount of lakes twice in the 80s with certain size criteria and got count 187 888, as you said. So, the size criteria is crucial.
We have in Finnish word "järvi" for bigger lakes and "lampi" for smaller ponds, but all of these were counted as lakes. Especially in Eastern Lapland there is huge amount of small ponds, but lakes in South-Eastern Finland are often very big, like Saimaa.
