Hi, fun quiz idea! I'm aware of your caveat, but whether the letter y is/isn't a vowel isn't a convention to choose. It sometimes is and sometimes isn't depending on the use of the letter. In both of these cases (Egypt, Hungary, Germany, and Italy), the letter y is serving as a vowel. One way you can easily tell is that there are no other vowels in its syllable.
