Why? Sint Maarten is the name for the Dutch side of the island. That like accepting Haiti as a type in for the Dominican Republic.

Everything after FSAL should be excluded. They were all named official departments, the only difference between them and mainland France being their location. If you want to include them then you need to include North and South Corsica also! Not to mention Mayotte, another oversees department in the Indian Ocean.
