In my opinion if you consider a welsh clubs from Premier League you should also put here Monaco

The difference here is that Wales is a member of FIFA and therefore can qualify for the World Cup. Monaco isn't and there is no way Monaco could qualify.

Agree, but you in that case you should take into consideration that Wales as a federation has it's own league and Swansea and Cardiff City play like a guest in english league. So after all welsh Premier League isn't a domestic league for this two clubs.
