Exactly 10 years ago on November 23, 2011, the first ever user-created quiz on JetPunk was made.
This quiz was titled Video Games and Characters by user AndrewIsGreen.
JetPunk is an amazing website. Over the years, JetPunk has transformed itself from a small travel website to a geography site with thousands of loyal and amazing users. We built up the site into a plethora of brilliant quizzes that we couldn't be more proud of. Whether it was relessness, scambigol, or Stewart, we sacrificed our time to making and taking quizzes, simply because it's fun. This goes out to all users. Thank you quiz makers for your service, commenters for our entertainment, and general users for helping JetPunk grow to what it is today. Even if other geography websites are more popular than us, we will always be the best.
Congratulations, JetPunk. It's been a wild ride. Here's to the next 10 years.

It’s the first, not considering the COTW right?
Meaning first that wasn't by QM
On a side note I've checked out Jetpunk on the WayBack machine and it's simply astonishing how much the site has grown in 10 years :D
This is what can be found with the Wayback Machine. If there isn't an even more obscure quiz hiding somewhere, that is indeed the first ever user-created quiz. Too bad going to the quiz or the creator's profile today just gives a 404. :(
