Highest Ranking Team not able to Enter World Cup

Since 1994 we use the nearest FIFA ranking prior to the tournament (except 2022, we use the newest ranking); during 1930-1990 we use the Elo Ratings the year prior to the tournament

Teams cease to exist are with red background, and the succeed team is not an acceptable answer

Team with a * sign means this team did not participating due to withdraw/disqualified/did not enter qualifying round/not a member of FIFA (i.e. not due to non-qualifying)
