Theodore Schultz (1971)
This sociologist argues spending on education is justified as it is an investment in the economy. He argued that education and training were investments that could increase a person's future earning potential and were therefore similar to investments in physical capital, such as machinery or equipment.
Secondary Socialisation
This term refers to the process of learning social norms and values from a person's social environment beyond the family, such as peer groups, schools, religion, and mass media. It usually takes place during adolescence and adulthood, and it complements primary socialization, which takes place during childhood within the family.
Blau & Duncan (1978)
These sociologists argue a modern economy depends for its prosperity on using its 'human capital'. A meritocratic system does this best, as it enables each person to be allocated to the job best suited to their abilities. This will make most effective use of their talents and maximise their productivity.

Evaluations
Here is a list of criticisms of the Functionalist perspective on education:
-There is extensive evidence that equal opportunity in education does not exist. For example, achievement is greatly influenced by class background rather than ability.
-Functionalists see education as a process that instils the shared values of society as a whole, but Marxists argue that education in a capitalist society only transmits the ideology of a minority - the ruling class.
-Some argue that education does not teach specialist skills adequately, for example apprenticeships are rare and many 16-19 year olds take courses that do not lead to higher education or well paid jobs.
Human Capital
This term is used to refer to the skills, knowledge, and other personal attributes that individuals possess, which can be developed through education and training and can lead to increased productivity and economic success.
