So, New Hampshire includes part of the Boston Metro area and Delaware includes part of the Philadelphia Metro area?

Yup! The Boston MSA includes Rockingham and Strafford counties in NH (Portsmouth and Dover), and the Philly MSA includes New Castle County in Delaware (Wilmington)
