Guangzhou and Shenzhen are grouped together but not Seoul-Incheon or Osaka-Kyoto?

Osaka and Kyoto have distinct enough identities to be treated as separate answers here, but agree with you that Seoul and Incheon are arguably a single unit. From now on, answering either city will now earn you the point for both Seoul and Incheon.
