A New, Harder Puzzle

I've created puzzles and challenges on this site before, but I think this is definitely my hardest. I will very much be surprised if someone can solve this one. Important things to note:
-Each section is a code. By decoding each one you will get an answer. Those five answers can be used to get the final answer
-Each section can be decoded independently from the others. There is no central method to decode all five
-The answer to each section should make sense. If something seems like it doesn’t make sense, it’s entirely possible I made a mistake in the code
-There is ONE answer to the whole puzzle

Fair enough, I’ve added some more info on how to solve it. I haven’t had time to show this to anybody and I’m not sure what’s clear to people yet, so comments like this are helpful for me.

The best advice I can give you is to look for things that look familiar in each of the codes. Some of them contain hints within themselves that aren’t part of the code, but are just there to help you solve it. Look for series of numbers or letters that could represent things you already know from the real world.

So i think the first part is In, Mobile Alabama, Bud must ask Elon Musk in Sea, I’m not sure about the last 2 lines
