Worked my way around the coast, even remembered to pick up Malta, but then couldn't think what would be between Norway's and Latvia's capitals...

It was coastal, but then the sea was turned into a lake so it doesn't count anymore.

Dang it. When did that happen?

In the 1930's they first built a dike that split the Waddenzee (part of the North Sea) and the Ijselmeer. Then a second dike in the 1970's that split the Ijselmeer and the Markermeer which borders Amsterdam.

I mean, even if it wasn't counted as Asia but Europe, Nicosia is still further away from the sea than 10 km. (I know this was a joke, just wanted to share that though.)

London is missing - quiz says it includes gulfs, bays, inlets, etc. And the Thames in London is still tidal.

Hm. I tried London too, but the Thames, while a tidal river as far as the centre of the city, is clearly not a bay, a gulf, or an inlet.

It's close, but by my rough estimate it looks about 15km or so from the ocean.

You should accept Monte Carlo in answers, after all it is a capital of Monaco.

When did that happen?

Monte Carlo is the largest quartier of Monaco, but Monaco is a City State, like Singapore or Vatican. To say Monte Carlo is the capital of Monaco is akin to Manhattan being the capital of NYC or Sandton the capital of Johannesburg. It's just not the case.

Might be worth extending the distance from 10km to 15km, the center of Riga is just slightly more than 10km from the sea

If we consider the whole city in place of just the city center, then Rome is on the coast.

and I think Amsterdam should probably count, too. They artificially control the sea level through dykes but still...

doesn't appear that way on Google maps. Are you measuring from the city center?

no, but even from the westernmost point of the amsterdam port (where no-one lives), still 12 k.
a caveat telling us where to meausure from wouldn't be too bad. i think i've seen rome count as a capital by the sea on another jp-quiz
