1) Numbers mean latitude and longitude.

2) I think there's some kind of mistake around 5th and 6th clue, but: Fiji, Indonesia, Turkey, Hungary, Estonia, Colombia, Estonia, Colombia, Albania, Peru, Italy, Turkmenistan, Afghanistan, Libya, Oman, France, New Zealand, Egypt, Portugal, Algeria, Liberia

3) It should spell out "Find the capital of Nepal"

4) It's Kathmandu

That was a good one. I swore it had to do with Sri Jayawardenepura Kotte as the clue had 23 clues and that capital has 23 letters.

Good reasoning but sometimes a false clue can really send you down the wrong path. To attempt the challenge is the main thing here. So Well done.
