I would suggest that many countries are not being honest about their figures. Likely that Brazil, Ethiopia, DRC, Colombia, Syria, Yemen, Pakistan, Mexico and Turkey, for instance should mostly be on this list.
A lot of this does stem from the fact that many countries have a different definition of homelessness. For example India has a lower homelessness rate than the United States according to my source. However this seemed like the best I was going to get in a short period of time which is the reason I used this data.
