I don't mean to be insensitive, but can 2,500-3,900 dead really be "committing" genocide? Wouldn't that, at best, be "attempting" it? Again, not trying to minimize the immorality, but the more "genocide" gets watered down, the less impactful it is.
I agree with where you're coming from, but genocide is genocide no matter how many people are killed. The one you're referring to is the genocide of the Selk'nam tribe which killed up to 97.5% of the tribe off, and the lowest on the list is the Ache tribe in Paraguay, where 85% of the tribe was killed off. You could see this an attempt rather than an actual country committing genocide since they weren't fully killed off, but if that was the case we would be pushing off all big genocides you're feeling for right now.
