But this isn't actual urban areas either. It's what the U.S. Census Bureau calls Metropolitan Statistical Areas. It's just counties banded together with tons of rural area. In some cases, like Harrisburg and Stockton, it's actually Combined Statistical Areas which are multiple rural "metropolitan areas" put together as broad market areas.

The U.S. Census Bureau's actual Urbanized Area populations for Harrisburg and Stockton are 444,474 and 370,583.

Harrisburg: includes Lancaster and York (neither of which make much sense since as you mentioned they are separated from Harrisburg by rural land).

Stockton: includes Modesto (which is a little more feasible than the above, but still somewhat questionable).

no matter how US cities are measured, Florida still doesn't make sense

Miami: includes as far north as West Palm Beach which after a quick look on google maps makes sense to me.

Tampa: includes St Petersburg, and I assume Clearwater (which both make sense), as well as Lakeland, and Sarasota (which kinda don't make sense).

Orlando: I'm not really sure.

Jacksonville: probably just Jacksonville area.

Melbourne: includes Palm Bay and all the way down to Port St. Lucie.

Cape Coral: probably includes Fort Myers which also makes sense.

So overall, Tampa seems a little questionable, but the rest make some amount of sense. Then again, I'm only an Australian, so what would I know?
