The clues for Newark and Baltimore struck me as vague. To me, they don’t suggest either city.

Essex county is relatively popular and Newark is nicknamed 'Brick City'. Baltimore is an independent city which you would only find in Virginia and some other cities, including Baltimore. Baltimore is of course located on Chesapeake bay. The hints are there to spark that memory in your brain, if you don't know the city then the chances of you guessing it by the hint are low. The geographical position is the main hint,

Whilst you are correct, with that reasoning then Yuma isn't on the border. I have added a caveat.

For the sake of this quiz Virginia's and Maryland's inlets count as coast.
