In order for a track to host Formula One racing, it has to be given an FIA grade one license. I thought the title of "Countries with an FIA Grade One Licensed racetrack was boring, though"
Sourced from Wikipedia, and double checked some track websites for the surprising ones.

Includes temporary street circuits
Track licenses are typically renewed every three years
There are some tracks who have recently expired licenses on here, but that data may not be correct. Also, typically without major track changes or safety technology improvement there would be no reason not to renew a license.
The Hungaroring seemingly only has a tier 2 license, not tier 1, but it is actively raced on by Formula 1 so it is included.
