English Speaking Countries

I think you should define what fits the criteria of "English speaking." Is it where a majority of the population speaks English? Are we excluding countries (like the Netherlands) where over 90% of people speak English, despite it not being an official or colloquial language? What about countries that don't have a majority English-speaking population, but have ties to Britain that make English culturally and historically relevant, like India?
