No, not this way...! If one ruled an empire, expecially in ancient times, one was not necessarily titulated as an emperor or empress. Caesar - no. Alexander - no. Elizabeth, Isabella etc. - no. Roman, Chinese, Japanese, and Russian leaders are ok. Wilhelm was indeed an emperor but not a chancellor. Fine idea, though.

Not necessarily having to be emperors, just ruling over something considered an empire. Kaiser changed though

You were supposed to change the answer not the question, Kaiser is not Wilhelm surname yet his title. Chancelor is his prime minister. Guess History is not really your thing.
