Start with Luxembourg. Then guess its neighbour by the next highest GDP per Capita. Then guess the next highest GDP per capita neighbouring country, etc... When you reach a dead end, go back and choose the next available neighbouring countries down the line. Finally, when you're done with continents continue onto the islands that have land borders.
