Birthdays are not generally observed in Saudi Arabia, either, but not technically illegal. I do think public observances of any holidays other than eid al-fitr, eid al-adha, and (unofficially) Saudi national day are illegal, and Muhammad's birthday is a popular holiday among Shia Muslims (not Sunni and definitely not Wahabis)... but I'm not sure how strictly enforced this is since the religious police were stripped of all their power a few years ago.

#10 according to the definition, France also has land on all four hemispheres.

It definetly has départements in N-W, N-E and S-E quadrants (Metropolitan, Guadeloupe, Martinique, Guyane, Réunion, Mayotte). The S-W quadrant however does not, though is has the overseas collectivities of Wallis and Futuna, and French Polynesia.
