Pretty sure "median" is used here, that is 16 for Uganda (would be a coincidence if it was the same), median means the middle of a dataset. In everyday speech with average people mean, well "mean", adding everything up and then diving by the number of used items.

example, say in this small group of people these are the ages. 1,2,3,4,78,86,92. People wouldn't say the average age is 4 of that group, they would say the average is 38. 4 in this case is the median and 38 is the mean.

(it gives a very different view of the same group)

You're right! The source I was following was https://www.statista.com/statistics/447643/average-age-of-the-population-in-uganda/ I completely overlooked the word "median" in the top. Thank you! =)
