The definition of 'villain' needs to be more clearly defined. The Adipose and Judoon are hardly villains in their debut story, Miss Finnegan and Matron Cofelia should be named as the villains. Also missing Max Capricorn in from Voyage of the Damned, Miss Hartigan in The Next Doctor, the creatures from Planet of the Dead and The Editor in The Long Game.
