Apia would rank last on this quiz! It's around 172 west, although it recently changed its time zone to GMT +13 hours which makes it seem like it would be out east.

The reason is that Kiribati's capital is named in different places as either Tarawa or South Tarawa. If you use South Tarawa as its name, then Tokyo becomes the answer for "T". So Tarawa and Tokyo are both accepted as answers, with the former being displayed for consistency with the World Capitals quiz answers. (And, either way, Suva is the easternmost S).

Can you accept Ulanbataar for Ulan Bator? It's the correct way to spell it.

The "correct" ways, according to Wikipedia, are Ulaanbaatar [note the 5 A's] or Ulan Bator. Both of those work.
