Sri Jayawardenapura Kotte became the official capital of Sri Lanka when Parliament was moved out of Colombo in 1982.

There are several publications, for example Britannica, Lonely Planet and Free Dictionary that state that Colombo is the capital. There are other places that say you can argue the case either way. I suspect the ambiguity is partly because Sri Jayawardenapura Kotte is a part of Colombo's greater urban area and considered by many to simply be a suburb, and partly because (even if you accept that Sri J-K is a separate city and therefore the legislative capital) the executive and judicial capital remains Colombo.

I'm quite curious about this Sri Jayawardenapura Kotte/Colombo story and, admitting I'm quite ignorant about it, my feeling is that it is just a matter of being a suburb of Colombo.

I tried (as I'm ignorant on this aspect as well) understanding the Minneapolis/St Paul analogy and it seems to be that these two cities are comparable in size unlike Sri Kotte/Colombo; also what makes things even more unusual is that the capital city used to be Colombo so my feeling is that they're just moving buildings a few km away to a more quiet area.

Where's your information from? I'd be curious to hear the opinion of locals!

Colombo; I've traveled nearby parliament but not up to its gates. I've gone by car, train and tuk-tuk all over Colombo, including between downtown and inner neighbouring locations like Negombo, Kaduwela, Moratuwa, as well as the A1 highway towards Kandy, so I have a pretty reasonable feel of Colombo's extent. It's only 8km from downtown Colombo to parliament, and it lies far inside the city's urban limits. In the case of parliament, I also used Googlemaps satellite view to be sure.
