With all due respect, if you are talking about the Victorian Age, which is essentially British - you should at least have the spelling of parlour accepted in the British form, rather than the Americanised spelling!
Accept just "poor law" or "poor laws", there were SEVERAL of them passed through the era (most of them not actually intended to help the poor, either. Most were based around punishing the poor so that the only help they could get was at a workhouse, which as quoted in a Christmas Carol, "many would rather die than go to those places".)
