It could just read "Cut words out."

Of course you cannot do that which is impossible. That goes without saying.

To paraphrase and eliminate yet another word, how about: "be pithy."

Clearly he didn't think this one through very well. But everyone's a hypocrite. The thing is, following these rules as close as possible, your words will lose impact and meaning. Orwell probably understood that at some level which his why he's not taking his own advice.
