National Capitals Ending in 2 Vowels

The English names of these 21 national capitals of sovereign states end in at least 2 vowels. Identify them. For these purposes, the vowels are A, E, I, O & U. Thus Niamey is excluded.
Hint - 2 capitals (marked by asterisks against continent) end in 3 vowels.
Hint - Capitals are listed in alphabetical order of last 2 letters, then in regular alphabetical order.

In one case (marked by ^), the city is the seat of national government, but not the official capital.

I have added it (which eliminated the Answer Stats - do you know a way to make changes without eliminating these?), as it is the "seat of government" these days - Porto-Novo is now the official capital.
