Motley group of countries! Some I can understand - Namibia and the eastern European countries, but why Spain, for example, I can't imagine. Perhaps I should read that Wikipedia article...
Wikipedia didn't say why these countries oppose Germany. I'd say it is because they want Germany to pay for War Crimes committed during WWII.

Their aim is to prevent the possible expansion of UNSC Permanent Seats and instead prolong the membership of temporary seatholders. Spain and Italy opposed Germany's bid, Pakistan opposed India's, Mexico and Argentina opposed Brazil's, and South Korea opposed Japan's.
Although why Spain opposes Germany's bid when Germany was their ally during the 1900s remains unknown to me.

Also why Italy and Namibia? They seem pretty random to me.
Italy seems to be saying that it would make it to democratic and hard to make decisions but I'm still confused about Spain.
