I guess so, however it is no where near as guessed as Lyon.

I also find it dubious. My first guess was Perpignan, which is definitely in the south. Ofcourse I guessed Lyon later, but I wouldn't say Lyon is in the south of France.

Maybe change the hint to "Large city at the confluence of the Rhône and Saône" ?
