Out of North and South Dakota, it isn't known which state was admitted first into the union. The president covered up the state names when signing the documentation.

Yes, you are 100% correct. President Benjamin Harrison had his Secretary of State shuffle the proclamations and hide the state names when he was signing them. So no one, not even President Harrison, knows which one was signed first.
