Why do we need a first name for Desi Bouterse,but not for the others? - And van Damme is Belgian, not Dutch.

Added a type-in for Bouterse. Belgians are in scope for the quiz (as are Americans, Surinamese etc), as long as they speak Dutch as a first language.
