I would suggest changing C. Kalapuya is the most common spelling I've seen. Even if you aren't going to change it, you should accept other type-ins, like Calapuya. Also, Jackson is not the only county on the California border that starts with a J (Josephine as well).

I changed the C answer to Columbia and made the clue for Jackson County more specific. Thanks for the feedback.
