the "teach a man to fish..." proverb has been attributed to many ancient philosophers including Lao Tzu. But there's no good evidence for any of them. The first appearance in English was in 1885, and since it is the English saying that you have quoted here, Lao Tzu definitely never uttered those words, he may have come up with the idea, but the quote does not belong to him.
