Yes, for two of these, the urban agglomeration population is, in fact, larger than the population of the entire country. This is true whether I use the country population statistics from Wikipedia or the ones from citypop. I assume it is because these are small countries, and citypop considers the urban agglomeration to extend beyond the country's borders.

In any case, the population of both cities is well over 1,000,000, so I feel confident saying that at least a million of the people in those areas live within the country's borders.

Good question. I thought it might be the different sources, but citypop lists the exact same population for Bahrain as Wikipedia does. My guess would be because the dates are different--the date on the country population estimate is 2018, but I believe the urban agglomeration population estimate is for 2020.

You're right that those two cities are over a million, but with a total population of over 18 million, Kazakhstan is not small enough to make this list.
