Japan has legal and regulated prostitution you're just not allowed to (legally) have penetration but pretty much everything else goes. If it wasn't counted because the source thinks that you can't have sex without penetration I would disagree with that. I thought Sweden or Norway had legal prostitution as well as long as you weren't working in a brothel- but maybe it's just decriminalized there. In the United States you can get paid for sex anywhere so long as you film it and put it on the Internet.
Prostitution is legal in most European countries (Finland, Sweden, Poland, Spain etc.), but regulated in only a few. Regulating/ regulated means organized prostitution; brothels, taxation, regarded as a profession etc.
Sweden was the first country to enact the "Nordic model" of making purchasing sex illegal but selling it legal (for an individual). Given that the 'transaction' takes both parties I'm not sure it's accurate to call it legal there. It can't happen without the law being broken.
