In the game itself, the Holy Roman Empire is split up. The quiz creator probably did it to make Germany easier.
But in 1444 we are just leaving the middle ages and it was how things worked. Even regions in France and England still had a lot of autonomy back then. The royal power would eventually become stronger here and the HRE would eventually dissolve because the emperor's power would become weaker and weaker. But I'm not sure that outcome was set in stone back in 1444.
Also Bresica (Venice) is apart of the HRE kinda like the Burgun, Teuton, etc. So it should be put into HRE.

-Why typing Genoa gives you its possessions on the Black Sea, but not the city itself? If you are considering it a part of the HRE, shouldn't dominions be included in the pack?
-Could you accept Moldova for Moldavia? Isn't it it the modern English adaptation?
Also why would you make the HRE all one thing? That makes no sense. They were far more separate than Scotland and the Isles, or Denmark-Norway-Sweden, yet you make those all separate and lump the HRE together. It just doesn't make much sense.
