Presidents who have Made the Most National Parks

These are the U.S. Presidents who signed the most national parks into law, Have Fun!
Not including national parks that were demoted.
As far as I can tell, there is no record as to whether Woodrow Wilson or Warren Harding signed Hot Springs into law, because it was made a national park on the day the latter was inaugurated. To make up for the confusion, Hot Springs does not count for either of them.
