Some countries do not allow people to watch YouTube videos or create them, mainly due to security reasons, offensive videos, and online safety.

I don't understand this. I know someone who lives in Indonesia who sends me YouTube videos and it's definitely not banned in Germany.

Those countries had previously blocked YouTube, but the bans are now lifted. Lots of these temporary blocks are because of racist videos. The governments will demand the removal of the videos in exchange for allowing YouTube, or so I presume.
