Euskera as about 750.000 speakers and Galician has about 3.221.000, according to Wikipedia.

Kurdish is the first one I guessed, with around 20 million speakers. But not on the source, maybe.

Kurdish is the second official language of Iraq, at least as of 2005.

Also isn't Tagalog technically here since the official language of the Philippines is "Filipino" not Tagalog, even though realistically they're the same language.
