According to Google Earth, the centre of Rome is placed at Piazza della Repubblica (which makes sense), and Vatican City is pretty much directly west of it so it doesn't cut across any line. Even if I take the centre of Rome at Piazza Venezia, it still doesn't cut across the Vatican City.

Brazil and France don't share a border. French Guiana, which borders Brazil, is controlled by France but not a part of it.
