All cities might be. Not all cities are. The point is that to some it might seem counter-intuitive to think of a city next to water as in a desert. But if it doesn't get much rainfall a coastal area can still technically be a desert.

Why does a city have to be on a river? I dont know any definition that has that as a prerequisite.

(yes it is common, because it gives fertile lands and helped with transportion, the more accesible the better the chance of being powerfull. But places can have a strategic position or importance for other reasons)
