Well it's in quotes, which suggests it's just a common saying, not a hard fact, although your comment raises interesting questions about the nature of Vatican citizenship. I think like 5% of the Vatican's very tiny population is female, so I doubt many people are born Vatican citizens. That life is something you opt into, not come into. I also doubt that the college of cardinals spends a lot of time on civil law. I'd imagine they mostly adopt Italian law, with some modifications to cohere with Catholic doctrine. It's probably a dictatorship in the literal sense, but it's definitely different in its effects from what makes dictators so terrible.

Strange comment Malbaby. The Vatican is not usually referred to as a dictatorship. Popes are elected by cardinals, who follow strict traditions. If we want to get technical, the Vatican is an absolute monarchy. It is strange to call an absolute monarch a dictator, because monarch rely on seemingly legitimate power through tradition. Dictators have some other claim to power, like through force. The Vatican, as far as I'm concerned, is not a dictatorship and it is silly to call it as such.
