Well yes, you could say it is a country. But if you do that then you would have to count every US state as a country as well. The only difference is in the names. In the USA these regions are called states, UAE they are called Emirates, UK they are called countries, but in reality they are all a similar idea: semi-autonomous regions of a larger sovereign nation.
But those Japanese communities are immigrants that came to Brazil many decades ago. Distance plays a major factor in tourism. For the same reason, even though the largest Japanese community in the world (outside Japan) it's in Brazil, Brazil is not even in the top 20 countries that visit Japan.
I bet I can write a stupider one. So imagine this: You are walking down the street one day, when you come across a cockroach. This cockroach decides he feels like he wants to be a unicorn, therefore he transforms into one, RIGHT BEFORE YOUR EYES!!! *GASP!!!!!!!!!!111oneoneone*. He flys (not flies) to Brazil, and then gets shot to death, because why not. Then he flies (not flys) to another country, because, why not, and then resurrects before your very eyes even tho you are light years away on some planet on the other end of the universe. But then you think to yourself about this phenomenom, "Hey, I wonder if I finally got that package in the mail". You kindly ask the gentleman sitting next to you on the train, "Good day, sir, but I was wondering, do you have any peanut butter? My coat needs a good pickling". The gentleman replyies, "but ofcourse, you may have all my jelly!". This is when the boat you are in explodes, and leaves you stranded on an island in the middle of Brazil. Yes.!?.

I've been roaming around Germany for the last ~8 years and it's nearly impossible to find a place without Japanese tourists. They are getting overpowered by the Chinese now, but still.
Thanks for the link I added the few countries I visited. I was suggest maybe a special subsection for French Polynesia. I visited Tahiti on the way to study in New Zealand. Felt weird selecting France since I've never been to Europe but that was the best option I could think of.
Japanese tourists are by far the most polite and courteous tourists in the world. I'd be happy they visit my country any day compared to certain others.
Biggest Japanese Colony out of Japan. Many Japanese visit Brazil, and also the opposite.
