Giving them all the power was never one of the options but giving them equal representation would have been smart as it could have avoided the current situation of having an orange mentally stunted baboon as president.

I knew that the Phoenix area generally votes Republican, as where Tucson is more Democrat. So knowing the suburbs of Phoenix helps.
